Foster Care Agreement

THIS AGREEMENT made and entered into this 14th day of November, 2024
between
Carolina Basset Hound Rescue, Inc. (hereinafter referred to as CBHR)
and
(hereinafter referred to as "Foster Person(s)"):

The mission of Carolina Basset Hound Rescue (CBHR) is to rescue, rehabilitate and rehome unwanted Basset Hounds in North Carolina and South Carolina. In order to carry out its mission, CBHR places Basset Hounds in its care into temporary and stable foster homes until the Basset Hound is placed in a permanent adoptive home.

Approved Foster Person(s) must agree to the following conditions and restrictions:

Care of the Foster Basset Hound
  1. The Foster Person(s) will keep the foster Basset Hound as a pet and not restrained to an inanimate object.
  2. The Foster Person(s) will provide the foster Basset Hound with an adequately fenced yard and/or will leash walk/exercise said dog daily. At no time will the foster Basset Hound be allowed to roam free outside of a fenced enclosure.
  3. The Foster Person(s) will provide the foster Basset Hound(s) with all care and attention necessary to ensure his health and well-being. This will include providing, but is not limited to:
    1. Sufficient food, water, and exercise;
    2. Flea and heartworm preventative (provided by CBHR);
    3. Competent veterinary care; and
    4. Prompt medical attention in the event of illness or injury.
  4. Foster Person(s) must obtain medical care for their foster dog from an approved CBHR veterinarian. Except in emergency situations the Medical Director must approve use of veterinarians outside of the CBHR program prior to obtaining medical care.
  5. Veterinary care includes, but is not limited to:
    1. Prescription diets
    2. Prescription medications
    3. Office visits.
  6. Expenses outside of veterinary care for the foster dog must be approved in advance by a medical director or other officer. If the foster person(s) pays for a medical expense out-of-pocket and requests reimbursement, the request of approved expenses must be made in a timely manner and accompanied by written receipts (within four weeks of the event).
  7. The foster Basset Hound may not be left in an unoccupied car or vehicle at any time.
  8. Foster Person(s) will not transport the basset in an open pickup truck bed or in any other manner where the basset may fall off of or from and the possibility of injury could occur. If riding in a boat or other watercraft, the basset will wear an approved canine life vest.
  9. Foster Person (s) shall not allow the foster Basset Hound(s) to be attack or guard trained or used as a property guard dog.
  10. Foster Person (s) shall not allow the foster Basset Hound(s) to engage in any aspect of dog/animal fighting, baiting, fox hunting, or other "sport" involving the potential injury of the dog or another animal.
  11. The foster Basset Hound(s) will not be abused in any manner. The foster Basset Hound will not be beaten or otherwise treated cruelly, and will not be the subject of, or subjected to any biological, chemical, psychological or other experiment. The definition of "cruel", "abuse", or "experiment" is in the sole discretion of CBHR.
  12. The Foster Person(s) agrees to allow inspection of the foster home and the conditions in which the foster Basset Hound is living at any time by a representative of CBHR. The Foster Person(s) also agrees to immediately surrender custody of the foster Basset Hound to a CBHR officer or board member on demand.

Foster Family's Responsibilities to CBHR
  1. The foster Basset Hound will remain the property of CBHR until s/he is adopted through the CBHR adoption process.
  2. The foster Basset Hound will not be removed from the assigned foster home or disposed of in any way without prior approval of a CBHR Officer.
  3. The Foster Person(s) shall not give, lease or sell or otherwise transfer custody of the foster Basset Hound to any other person, or to any business or organization, except as designated by CBHR.
  4. The Foster Person(s) will promptly notify CBHR of all changes in residence, including mailing address, telephone and email contact information.
  5. In the event the foster Basset Hound is lost, the Foster Person(s) will contact CBHR immediately, advertise in major local papers and make all reasonable attempts to locate said animal.
  6. The Foster Person(s) will notify CBHR immediately of the foster Basset Hound's death and/or serious illness.
  7. The Foster Person(s) agree(s) to bring or make arrangements for the foster Basset Hound to participate in local CBHR events. If said Basset Hound has been evaluated for behavioral or other issues that precludes participation in local events please discuss the situation with the foster home director before participating.

Evaluation and Observation of the Foster Basset Hound
  1. The Foster Person(s) has the right to refuse any particular foster Basset Hound and needs to make the Foster Home Director aware of any restrictions they have on fostering, such as females only, no heartworm positive dogs, etc.
  2. Foster Person(s) must notify CBHR within 12 hours of any bite inflicted on a human by a foster Basset Hound.
  3. The Foster Person(s) agree(s) to carefully observe and evaluate the foster Basset Hound(s) with respect to interactions with other dogs and humans, aggression or behavioral issues, general socialization, and housebreaking. The Foster Basset Hound profile information must be communicated to the Foster Home Director or other Officer when requested or at minimum monthly.

Option to Adopt the Foster Basset Hound
  1. The Foster Person(s) have the option to adopt their foster Basset Hound. The Foster Person(s) must notify the Adoption Manager immediately to be placed on the foster dog's waitlist once s/he has decided to adopt the foster Basset Hound. If an adoptive family is already on the foster Basset Hound's waitlist the adoptive family has first choice at adopting the foster Basset Hound.
  2. If the Adoption Manager contacts the Foster Person(s) about an approved potential adopter the Foster Person(s) must discuss any interest in adopting the foster Basset Hound prior to direct contact with the adoptive family. If the Adoption Director is not made aware of the foster person(s) interest in adopting the foster Basset Hound before direct contact with the adoptive family, then the adoptive family will have priority.

General
  1. The foster person(s) agrees that CBHR will not be responsible for injury or illness contracted by any dogs not belonging to CBHR regardless of whether such illness or injury is caused by the foster dog. The foster person(s) agrees that CBHR has limited, unverifiable knowledge concerning the background or previous environment of the Basset Hound(s) and has only the word of the previous guardian(s) concerning the background and previous environment of the foster Basset Hound(s). CBHR in no way warrants or guarantees the foster Basset Hound(s) and makes no representation regarding the health, temperament, or condition of the foster Basset Hound.
  2. CBHR uses all reasonable efforts to ensure the safety of the foster Basset Hound and the foster family and personal property. However, the Foster Person(s) assume all risk associated with the presence, activity, and behavior of the foster Basset Hound while the foster Basset Hound is in their custody.
  3. The Foster Person(s) represents and warrants that their residence, if rented, permits pets pursuant to the lease or by special permission of the landlord or resident manager.
  4. The Foster Person(s) represents that no member of the family has ever been convicted of cruelty to animals or a violent or serious felony.
  5. Foster Person(s) agree(s) to abide by the guidelines, policies and procedures of CBHR. The Foster Person(s) have read the foregoing and execute this Agreement with the full understanding of its contents while acknowledging that the Foster Person(s) enters into this Agreement freely and with good will.
